Mementos Requests are NOT required to beat the game, but they ARE required for advancing many Confidant Ranks. However, if you are familiar with Tartarus in P3, you will eventually be required to reach Mementos's depths, so if you do not slowly clear it throughout the game, you will have to clear it in one shot later.

Try not going to Mementos more than once or twice a month as needed. You should simply complete all the requests until you can get to the lowest level available and then only go again the next time another area is available after beating a Palace.
